Aniju Varughese from Axis Realty attended ULI’s Real Estate Trends Conference last month, where we heard industry experts speak about the latest economic factors, new trends, and innovations affecting land-use opportunities in Central Florida. Chuck DiRocco spoke about The Great Reset and the annual PwC ULI Emerging Trends in Real Estate Report and pointed to Orlando’s growth in the last five years. Tourism brought $87.6 billion in economic impact to Central Florida in 2022; Orlando International Airport hit a record in June 2023 of 54.6 million passengers; and Disney plans to invest $17B and create 13,000 new jobs.

Speakers touched on how factors like insurance, interest rates, and availability of capital are impacting real estate development. We also heard from a Florida county director and an affordable housing developer about how they worked together to build a framework to attract private capital to affordable housing using various available tools. And lastly, we heard from a developer, architect, and contractor on the incremental impact of creative adaptive buildings in reimagining emerging districts. They emphasized having a startup mentality to incorporate community impact, boutique design, and patient money to win the Great Reposition.

Axis Realty joined ULI Central Florida last month on their Kissimmee Hidden Gems Project Tour where we explored the charm of downtown Kissimmee. Established in 1883 as a small trading post on Lake Tohopekaliga, Downtown Kissimmee is now the urban center of Osceola County. Older residential neighborhoods, including many historical homes, surround the commercial areas of downtown Kissimmee and the town’s Community Redevelopment Area (CRA).
The ULI tour started with a ride from Orlando on the Sunrail and a walk-through downtown Kissimmee to see three public-private partnership projects. We saw the former Hansel Power Plant site now converted into a market-rate, 288-unit multi-family housing; the former Osceola High School currently being converted into a mixed-use development with a 312-unit multi-family development with 225,000 sf of commercial, office and retail space; and the historical Makinson Hardware Building that has been converted into a 18,000 SF mixed-use project that includes retail, multi-family, office and the restaurant and bar 1881.
City officials joined the ULI tour and portrayed the city’s vision for the downtown area as a “historic, lakeside, destination downtown with established urban neighborhoods interwoven within shopping, entertainment, and recreation districts”. Downtown Kissimmee is also home to an intermodal station for Sunrail, Amtrak, and LYNX. Additionally, Osceola County’s investment in NeoCity, just 10 minutes from downtown Kissimmee, sets the stage for Kissimmee’s tremendous future growth.

Carson Good, Chairman of the Board, of the Greater Orlando Airport Authority, visited with Team Axis at our Eatonville headquarters earlier this week for coffee. The aviation authority oversees the operation of the Orlando International Airport and Orlando Executive Airport. Carson updated the Axis Team on the status of the airport operations and discussed future plans for the expansion of facilities and services.Orlando International Airport successfully served slightly over 50,000,000 passengers during 2023 ( data from Airport Council International). This makes Orlando International the second busiest airport in Florida, ranking only behind Miami International. Orlando ranks ninth in the USA and seventeenth in the world. Under Carson’s leadership, the Authority recently completed Terminal C, a $ 2.8 billion project that has added 15 new gates to serve the ever-expanding visitors to Central Florida.The Airport Authority is also exploring the expansion of the number and types of services available to travelers using the Airport. There is interest in bringing more local restaurants and services into the lease spaces in the terminals. Florida is now home to 726 Charter Schools serving 400,000 students in 2024. Charter School Program in Florida began in 1996 following enactment of new School Choice Laws sponsored by then-Governor Jeb Bush. That legislation ended monopoly on public education by 67 public school districts in Florida. The new law allowed parents to choose any school in the state they wished to send their child to, including the new Charter Schools.

Current regulations in Florida provide each family that has a child they wish to send to a Charter School a voucher of $ 8,000 for each student yearly. This represents amount of funds that Stare would have expended on the child if that child had attended one of the Public School Districts. Additional changes to state laws in 2022 and 2023 have made Charter Schools eligible for all various forms of financial aid available in Florida. This means that many children can qualify to attend for little or free turion, receive meal assistance, etc.

Recent studies by the State Department of Education have found that Charter Schools total a little less than 10 % of all the schools in Florida, while they account for 18 % of the most highly rated schools in Florida using the state’s empirical rating system.

All these factors have led to a boom in the creation of new Charter Schools throughout Florida. The Axis Realty is currently working on several assignments for new charter school locations for our clients. Some of these are expansion locations for existing networks and others are for new schools. Charter Schools are being successfully operated by private companies, not-for-profits, community-based organizations, faith-based organizations, and others. Axis Realty was on the scene this week in Lake Nona. The Lake Nona Chamber of Commerce sponsored an update by Orlando Vice Mayor Jim Grey and Orange County District Commissioner Maribel Cordero on City and County programs and new projects in the Lake Nona area.

Projects presented included the opening of the new Brightline High-Speed rail link between Orlando and

Miami. Orlando Station is located 10 minutes from Lake Nona Town Center at Terminal C of Orlando

International Airport. Brightline is currently operating 16 trains a day between Orlando and Miami.

Vice Mayor Grey presented several new projects by the City of Orlando including a new satellite City Hall

and Government Center. The Center will offer a new District Police Station focused on Lake Nona as

well as many services currently offered at City Hall in Downtown Orlando, including utility

administration, permitting, and others.

Orange County District Commissioner Maribel Cordero presented an update on various County social services covering mental health, wellness, and youth programs. The Commissioner also described several highway and transportation projects designed to help relieve traffic congestion.

Lake Nona continues to be one of the most rapidly growing master-planned communities in the entire

nation. Recent new projects include One Nona Plaza a 282 units Class A multifamily community on

Narcoossee Road in the final stages of building permitting. Axis Realty spearheaded the site acquisition

for this project, managing a complex 3-parcel land assembly. Tavistock, the master developer of Lake Nona recently announced a 440,000 SF expansion of its Town Center. Market sources have confirmed that Target will anchor the new project.

A planned project will add a 33-story skyscraper with a JW Marriott-branded hotel to downtown Orlando's skyline. The developer is eyeing the third quarter of 2024 to begin construction. Did you know? Each year, real estate taxes are to be paid by a predetermined date to avoid becoming delinquent. Once delinquent, the Tax Collector holds an auction in order to pay off the taxes. This auction is referred to as a Tax Certificate Sale (FS 197.432). The successful bidder at this auction is issued a Tax Lien Certificate which ensures the bidder that the Tax Lien will be paid off, with interest.

If the Tax Lien Certificate has not been paid off within two years, the holder of the certificate can apply to force a public auction of the property. This auction is referred to as a Tax Deed Sale (FS 197.542). The monies collected from this Tax Deed Sale are used to pay off the amount owed to the Tax Lien Certificate holder and other costs incurred in the sale process. Eatonville was recently awarded federal funds for a proposed mixed-use development with affordable housing and more. The $2 million grant from the U.S. Department of Housing and Urban Development is for the Town Shoppe Eatonville affordable housing initiative. Eatonville's community redevelopment agency wants to buy 2.31 acres across three separate landowners near the corner of East Kennedy and North West streets. The property currently includes a single-family home, parking for the nearby Macedonia Missionary Baptist Church, two one-story motel buildings, and a one-story retail building. Federal funding can help governments pursue new construction or take on new programs. In this case, a local government can buy the property and help guide its redevelopment. The project is in the early stages but will include at least 30 affordable units. Affordable housing will continue to be a challenge for quite a while. Gov. Ron DeSantis’ Live Local Act invests $71 million in housing programs, expands incentives for affordable development, and provides $100 million in home ownership assistance funds. The law also creates a more favorable regulatory environment for development by limiting restrictions imposed by local ordinances. This past weekend The Axis Realty was in attendance at the Eatonville Housing Expo successfully organized by @eatonvilleflchamber The program consisted of various business vendors promoting services in the Orlando area and a real estate panel discussion on affordable housing programs. Panelist -Mr. Sean Tan of Orange County among the panelist shared information on down payment assistance programs and non-profit developer financing opportunities to build affordable housing projects in Orange County. In a high-profile real estate transaction, Cadence Partners LLC purchased 88 acres of land for $48.5 million as part of the Wyld Oaks mixed-use project in Apopka's Kelly Park area, Orange County. The land was sold by Kelly Park VB Development LLC, an Evans Properties affiliate. The total investment, including a fill dirt sale, amounts to $48.5 million, equating to around $551,136 per acre.

Evans Properties will retain 16 acres of the land, reducing Cadence Partners' acquisition to 72 acres. Evans had previously acquired the land for $44 million in June 2022, averting a bankruptcy auction. Their master plan includes 2,931 multifamily units and 1.1 million square feet of office and retail space.

In May 2023, the Orlando housing market witnessed a 13.9% rise in sales compared to April, with 3,150 homes sold. However, this figure is 20.2% lower than May 2022. The median home price in May 2023 was $378,000, up from $370,000 in April, and has been rising steadily since January with an Overall increase of $28,000. Year-on-year, the median price remained nearly unchanged, at around $379,950 in May 2022.

In Winter Park, AT&T is taking over the old Popeyes location at the major intersection of Fairbanks and 17-92, with a new historic retail lease high for Winter Park @ $27.58 NNN and a 7.9% rent increase. Orlando is recording higher retail rents year over year.

As per Costar reports dated June 7th 2023 Orlando was the fastest-growing market by population in Florida between 2021 and 2022, according to a new series of estimates for population and housing units from the U.S. Census Bureau.

This brisk pace of population growth, in turn, is driving an elevated pace of multifamily development, with each of these metropolitan areas growing by a significant margin in the past few years. In Orlando, roughly 25,000 apartments are under construction. That is on the heels of the 12,000 units that have been completed in the past year.

While some market observers have expressed concern at the level of building taking place, the Census estimates demonstrate why so much development activity is taking place in Central Florida.

The rate of population growth is beginning to slow from the record heights reached closer to the beginning of the pandemic when the quality of life and health concerns drove many residents into Florida. However, it is expected to remain well above the national average for several years.

The Orlando area can expect much of the same in the years to come. It has one of the most dynamic economies in the Southeast, fueled by steady in-migration and a fast pace of population growth. As job candidates continue to seek remote or hybrid work opportunities, a recent study ranked three Florida cities among the Top 25 for remote workers. And one of those cities, Orlando, scored the No. 1 slot.
Apartment search engine Rent.com recently released its list of the Best Cities for Remote Work (https://www.rent.com/blog/the-best-cities-for-remote-work/). It considered rents, access to the internet, internet speeds, work-from-home statistics, and the number of coworking spaces to arrive at its list of 100 cities.

The City Beautiful was ranked as the best large city in the country in which to start a business, edging out three other cities from the Sunshine State.

Orlando took the top spot in Wallethub’s 2023 Best Large Cities to Start a Business.

In order to create the list, the company compared startup opportunities that exist in 100 U.S. cities across three key dimensions: Business Environment, Access to Resources, and Business Costs. The dimensions were evaluated using 19 different metrics, including length of average work week, venture investment, office-space affordability, and cost of living, among many others. Orlando ranked #2 in Business Environment, #14 in Access to Resources, and #26 in Business Costs, according to the ranking list.

Although ranking near the top of the list for multiple categories, Orlando ranked dead last for “Availability of Human Capital,” echoing city officials who have touted the availability of high paying jobs across a multitude of industries.

The top four spots were all taken by cities in Florida, with Jacksonville coming in second, Miami in third, and Tampa in fourth. Hialeah, which ranked #22, was the only other city in Florida to make the list.

On Friday, Mayor Buddy Dyer and Orlando City Council commissioners designated April 30 to May 6 as National Small Business Week in the city of Orlando.

2022 was a tale of two vastly different worlds for the multifamily industry. The first two quarters saw record-high valuations, investment sales, and rent growth. The second half of the year saw a jolting correction in the form of aggressive rate hikes by the Federal Reserve designed to cool the red-hot economy and stem inflation. By Q4, investment sales had dropped, valuations declined, and rent growth went negative.

The unit of Walt Disney Co. said it plans to provide 1,400 housing units on 80 acres of land “a few miles away” from the Magic Kingdom and near schools and shopping. The first units are expected to be completed in 2026.

According to census data, in 2022, Florida’s population became the fastest growing state in the country – for the first time since 1957.

As Florida’s population grows, Orlando’s economy also continues to prosper. Last year, ORRA Realtors sold over 37,000 homes. The National Association of Realtors estimates that one job is generated for every two home sales – that's over 18,000 jobs created in 2022 alone.

This growth shows no real sign of slowing down. With so many hoping to take advantage of all Central Florida has to offer, the need for housing is tremendous – and not just housing in general, but specifically affordable housing.

A huge step toward an affordable Central Florida happened last week. On Wednesday, March 29, ORRA was represented as Governor Ron DeSantis passed and signed Senate Bill (SB) 102 into law.

SB 102 is a bill designed to address the needs for affordable housing in Florida. Dubbed the “Live Local Act,” the $711 million bill will provide more financial opportunity for affordable housing throughout Florida, while reducing local government rights to deny a project – changing the way affordable housing is developed. It also provides incentives for private investments in affordable housing and offers flexible housing regulations that encourage developments in commercial areas.

One of the most notable parts of the bill is the $100 million going to the Florida Hometown Heroes Housing Program. This program provides down payment and closing cost assistance to first-time home buyers with a focus on teachers, health care providers, law enforcement and other first responders, as well as active and retired military. Florida’s hot, and we don’t just mean from the sun. It’s also seen a massive influx of Americans moving to the Sunshine State. Beyond those who move for the beach vibes and blue skies, retirees and a new generation of tech workers are diversifying the land that was once primarily alligators and citrus groves.

Florida’s horse capital Ocala attracts way more inbound moves than out in 2022.

Nearly 3 million flocked to Florida’s already populous state between 2010 and 2020.

Florida saw the sharpest rise in net migration flow rate from 2020 to 2021.

Californians and New Yorkers lead the surge into 2022: each state represented, respectively, 10% of inbound moves to Florida as of early 2022.

Over the past decade, the fastest-growing Florida metro areas have been Orlando and Tampa, both netting 21% growth from 2010 to 2020.

According to the U.S. Census data, the past decade of movers ballooned Florida’s population to more than 21.5 million residents. It even overtook New York to become the country’s 3rd most populous state.

The Penninsula State wooed nearly 3 million (2,736,877), new residents, from 2010 to 2020, part of a trend that saw southern and western states winning the lion’s share of U.S. movers. With Florida’s help, those states grew more than 10%.

There is also a more recent spike in moves to Florida.

For instance, in 2021 there was a 40% increase over 2020 for people exchanging their out-of-state driver’s licenses for Florida ones. That’s 20% more than the average rate of the previous five years.

The bill will be considered during the 2023 session of the Florida Legislature. To become law, it must be passed by the House and the Senate and signed by Gov. Ron DeSantis. Florida Realtors® Vice President of Public Policy Andy Gonzalez. “Not only does it allocate hundreds of millions of new dollars to the state’s affordable housing programs, but it does so in a balanced way, prioritizing both homeownership and rental opportunities equally.

The bill promotes the development of affordable multifamily housing in commercial and mixed-use areas. It does so by reducing certain regulations for proposals to build a multifamily or a mixed-use residential project that reserves at least 40% of the residential units for households earning up to 120% AMI ($94,000 or less for a family of four) for at least 30 years. The local government may not require a zoning change to accommodate residential use. Height and density restrictions are based on maximum limits of nearby developments, and development must otherwise still comply with all applicable state and local laws and regulations.

Prohibits government-mandated rent controls

Encourages use of the public property for affordable housing

Expedited permitting (The bill requires local governments to maintain a public written policy outlining procedures for expediting permits and development orders for affordable housing projects)

While most people are aware of Dr. Martin Luther King Jr. as a Civil Rights Movement leader, fewer are familiar with the role he played in the fair housing movement. During the early 20th century, Black Americans were systematically deprived of sufficient, quality housing because they were routinely and openly excluded from living in certain areas. Discrimination, intimidation, exclusion and even violence segregated and relegated Black people to low-income areas with poor quality housing. In his role as a Civil Rights leader, Dr. King recognized that this reality was a core component of racial injustice in the United States, and decided to take action in response.

The Fair Housing Act was signed into law one week after Dr. King was assassinated in Memphis, Tennessee. Today, over 50 years since Dr. King’s assassination and the passage of the Fair Housing Act, there is still a lot left to achieve in the realm of fair housing. While we have made strides thanks to the efforts of civil rights activists, the need for such advocacy has far from disappeared. Although commercial real estate prices may see a slight decrease nationwide, strong job growth will continue to drive demand in many markets, according to NAR Chief Economist Lawrence Yun.

Nationwide, we are beginning to see some decline in commercial appraisal values, Cap rates simply cannot match up with higher borrowing costs, especially among people who need to refinance their properties. However, strong job growth is supporting prices in many markets.

Offices are the most vulnerable to these price decreases, we are seeing a rise in office vacancies in many cities, driven by a preference for remote work.

There are many ways to build a long-lasting, quality building. Tilt-up construction is one of them. It consists in constructing the exterior structure of a building by lifting fabricated concrete walls that will function as the shell of said building. This method can be employed on any type of project. Nevertheless, it’s particularly useful when your client faces a tight delivery schedule or wants to maximize the visual appearance of the building while keeping future maintenance costs low.

Tilt-up walls are built over what we call a ‘concrete slab’ that also works as the facility’s interior floor. The walls are assembled around the facility’s perimeter. First, you have to design and build the panel forms, which are the molds of your soon-to-be walls.

Then you cast concrete into each panel, and in a matter of time, it’ll become a solid concrete element.

You lift the finished wall, place it in the desired space, and tighten it up to the steel structure of the building. Then, you repeat this process until you have the perimeter of your facility. The Tilt-up construction method is versatile, fast, and cost-effective. Although it’s not suitable for EVERY type of project (especially small ones), this type of construction can provide terrific benefits.
